Public Council will Review Communal Services Tariffs

Regulations about Public Council on realization of the rate policy in providing of housing-communal and transport services were corroborated on November, 26 on the session of the City Council. This Public Council will operate as a consultative and advisory body. But nevertheless City Mayor Mykola Fedoruk assured that no housing-communal and transport services rates will be considered by the Executive Committee of the City Council without their discussion and consideration by the Public Council.
The Public Council on realization of the tariff policy in providing of housing-communal and transport services in Chernivtsi will analyze the conditions of housing and communal services of the city, prognosticate their development, contribute to the formation of the market of housing and communal services and introduction of the market relations between the manufacturer, provider and consumer of the services. It will also deal with attraction of the citizens to solution of problems related to housing and communal services, consideration of public opinion while preparing decisions in the domain of housing and communal services and rate policy.
This very Council will analyze economically grounded design values of the enterprises concerning establishment of housing-communal and transport services tariffs, organize fulfillment of consultations of the publicity. According to the results of these consultations it will work up reprimands on formation and realization of the tariff policy, carry out monitoring of the influence of taken decisions concerning tariff policy.
Deputies, officials, representatives of trade unions, public organizations, scientists and journalists, in total up to 30 persons, are members of the Council.


The Entrepreneurs of Chernivtsi Were Exempted from Market Dues

The Entrepreneurs of Chernivtsi Who Had Adhered to the Quarantine, Were Exempted from Market Dues

The entrepreneurs who carry out trade and provide services on the markets and micro-markets of Chernivtsi closed for two weeks from October, 30 till November, 14 because of the quarantine, were exempted from market dues to the amount of 100%. This decision was unanimously adopted on the session of the City Council on November, 26.
Legal and natural persons – entrepreneurs who carry out trade (provide services) on nonfood, including flower, markets and micro-markets of Chernivtsi were exempted from market dues to the amount of 100% from October, 30 till November, 14.
These exemptions don’t extend to the entrepreneurs who carried out trade of nonfood goods or provided services that infringe upon the decision of the city extraordinary anti-epidemic commission concerning introduction of quarantine.
Quantitative and personal contingent of the entrepreneurs who will be exempted from market dues will be approved by administration of the market, signed by the head and chief accountant and coordinated with the Department of Economics of the City Council.
Session of the City Council also recommended the administrators of markets and micro-markets not to recover fees for services of maintenance of the trade points in due condition of the entrepreneurs, both legal and natural persons, who had concluded agreements about allotment of the trade points.
City Mayor Mykola Fedoruk announced that due to exempting entrepreneurs from market dues the city budget will not receive UAH 750 thousand.


Educational Process in the Schools of Chernivtsi Continues According to the Usual Schedule

Daily monitoring of pupils’ morbidity in the schools and kindergartens of the city will endure during two more weeks. “If on the first day after abolition of the quarantine 4829 or 22% of pupils were absent, on November, 30 only 1178, that makes up 1.2 %, were not present. It’s a normal season index”, - announced Vice Mayor Inna Onatska.
In the preschool establishments of the city 82% pupils were absent on the first day after abolition of the quarantine. These are predominantly children who had been taken to the country by their parents. But on November, 30 out of 8418 pupils of the kindergartens only 2632 were absent, including 1.2 % because of illness. In all the schools and kindergartens of the city disinfection and tiding up are carried out three times a day; control of adherence to the temperature regime and regular airing of the premises was intensified. Medical observation of the children was ensured.
Fulfillment of mass events is forbidden for two more weeks.


The City Has Sold Land for the Amount of UAH 12 Billion

For 11 months of this year 6 land plots were sold by the auctions. Right of lease of 11 plots of land was transmitted. UAH 11 billion 702 thousand was received from the sale of land, UAH 1 billion 407 thousand – from the sale of right of lease. For 11 months of this year payments for land to the amount of UAH 48 billion 594 thousand were received. This includes UAH 28.3 billion of rental payments and UAH 20 billion 594 thousand of land taxes. If the plan of land sale this year was not effectuated because of the financially-economical crisis and slowdown of sales of land, that of incomes for land payments was over-fulfilled.


The City Has Earned about UAH 12.5 Billion on the Lease of Property

For 11 months of this year the city has earned about UAH 12 billion 709 thousand on lease of the communal property that is UAH 239 thousand more than it was planned.
Revenues to the city budget for privatization of the communal property made up about UAH 4.5 billion. In December revenues for the amount of UAH 1 billion are expected. This was announced by Director of Department of Economics of the City Council Halyna Stepanchuk.
