Cross-Sector Dialogue: Authorities – Mass Media – the Public

The final conference of the project “Promoting European Standards in the Ukrainian Media Environment”, which is implemented by the Council of Europe and European Union, took place on December, 6. Chernivtsi regional NGO “Centre for Social Partnership” in cooperation with Chernivtsi City Council carried out regional component of the project.

As reported, the project started in March 2009 when the first meeting of local journalists chose for discussion insufficient access to information about actions of the City Council on adoption and implementation of decisions on all issues of the community. Since that time about 30 meetings of representatives of three sectors had been held in different formats: interactive groups, open space, round tables, trainings etc.

During the project implementation great success was achieved by means of dialogue. In particular, official site of the City Council has qualitatively changed due to public help. Its further improvement allowed the Civil Society Institute (Kyiv) to call it the best in the category “Local Government”. Active implementation of the newly established informational city life channel resulted in adoption of the City Council’s decision on the order of informing the public on the decisions taken via Internet, in particular via official Internet portal of the City Council.

Moreover, comprehension of the importance of electronic communication introduction from the side of the City Council resulted in actualization of the e-government topic, as an outcome of extensive discussions on optimization of cooperation between authorities and the public.

Attitude of the heads of the City Council departments to informing the public has also changed. Now they get feedback from residents, see what initiatives are in demand and which are less popular by means of the Internet portal.

These factors and continuous mechanism improvements of competition of social projects of nonprofit organizations, assignment by the City Council of administrative services according to the Quality Management System ISO 9001:2008 contributed to establishment of mutual understanding and deepening of cooperation between the government, public and media, transparency of government in decision-making, mutual responsibility for implementation of the city policy.

Prospects for cooperation of the three sectors in various fields were discussed at the final conference. In particular, three directions were chosen as perspective for implementation of joint projects for the future. The first one, named “Available Chernivtsi” provides maximum adaptation of people with disabilities, vulnerable citizens to the society and information they need. Implementation experience of ecological public initiative in the city of Glasgow (Scotland), which was visited by the project participants within the framework of educational visit in September 2010, became a foundation for the second direction called “Clean Chernivtsi”. The third field is called “Tourist Chernivtsi”. It is aimed at improving of the tourist image of the city basing on a number of promotional events.

It is hoped that the elaborated project proposals will be supported by European donors, which will direct results of inter-sector dialogue to solving of community problems in certain selected fields.
