On October, 30 Chernivtsi city extraordinary anti-epidemic committee announced epidemic of influenza and acute respiratory viral infections. Vice Mayor Inna Onatska headed the headquarters established for the operative administration of the situation.
Representatives of all the city services and law enforcing bodies became members of the headquarters. The headquarters is working twenty-four hours a day. City Mayor Mykola Fedoruk held the first organizing meeting.
Work of all the preschool, school, out-of-school, and higher educational establishments of all the forms of property was suspended in order to stabilize the epidemic situation.
District network of the medical-prophylactic establishments works according to the special schedule. Medical-prophylactic establishments work in two shifts without days off. Requests for policlinic physicians are accepted till 17.00, medical services at home are provided till 24.00. In polyclinics patients with high temperature are urgently attended. Patients with grave clinical courses and complicated diseases are subject to hospitalization. Additional bed fund was set up in the medical establishments of the city in order to secure hospitalization of patients with complicated clinical courses. In case of necessity additional departments will be launched basing on dispensaries existing in the city.
Additional motor transport was allotted to the brigades of medical-prophylactic establishments for medical maintenance of the sick people at home. Transport of the motor depot of the City Council was also appointed to the medical establishments of the city.
Bukovyna State Medical University was recommended to relegate 50 doctors-internees and 200 sixth-year students to provide help to medical-prophylactic establishments of the city. The Medical University was advised to organize consultations of patients and pregnant women in the hospitals of the city by professorial and teaching staff of the University. Besides, work of the hotline (telephone 57-15-15) was organized to consult the population about prophylaxis of influenza and acute respiratory viral infections. 
Additional costs were allotted for purchasing of the means of individual protection for the medical stuffs, payment for their work on the days off and also for purchasing of the diagnostic and medical equipment for resuscitation wards. City administration of the State Treasury was obliged urgently to recon payments for medicines, detergents, X-ray film, reagents and fuel.  
Mask regime was introduced in all the medical-prophylactic establishments of the city, public transport – trolleybuses, buses and taxies. Directors of the trade establishments, restaurant sector, all the markets and minimarkets were obliged to introduce mask and disinfection regime. Heads of the markets, trade enterprises, and restaurant sector were recommended to set up restrictions of work till the situation would be stabilized. Violators of the mask regime will be called to administrative account (fine).
The department of economics has determined the enterprises that would produce the necessary amount of masks.
The population was recommended to use masks of their own production (gauze stitched in 4-6 layers).
The department of the pharmacological accompaniment of the regional communal establishment was obliged in the period of two days to secure availability in the city chemist’s shops of the sufficient amount of registered and allowed in Ukraine influenza vaccines and also prophylactic and medical remedies to cure acute respiratory viral infections and influenza. Corresponding bodies were called to intensify control of standing to the monetary policy in the chemist’s shops; law enforcing bodies will expose cases of overpricing and operatively react.
Over the period of quarantine holding of any entertaining, cultural-mass, sports and other mass events is forbidden.
Schoolchildren and students are prohibited to visit Internet clubs and centers, computer clubs, night clubs, and disco parties. Owners of the indicated economic agents will be called to account for violation of this interdiction.
Leaflets with recommendations as to prophylactic of influenza and acute respiratory viral infections will be distributed in the public transport, places of mass confluences of the population. Every Chernivtsi family will receive such a leaflet by post.
City headquarters will daily inform the population of Chernivtsi about the epidemic situation, sickness rate and measures of prophylactic of influenza and acute respiratory viral infections.
